Uni, VicRoads and hospital

I have to go into uni today. I haven't been on campus since my exam in November last year, because my Summer Semester subject is online. I really don't want to go, I'm already starting to panic about it, but I don't have a choice, because nobody will return my phone calls. I've called the student support office, the division of student life and the disability officer, but nobody will call me back. The faculty office is open so I know the uni isn't closed. Given that my exam is next week, and my transcript will be a complete mess unless I get this sorted out, like, yesterday I don't have any choice but to venture out to campus.
Speaking of people not returning my phone calls, VicRoads didn't call me back either (someone from the Medical Review Board was supposed to call me), so I called the call centre again and they spoke to the MRB for me. I was on hold for an hour, because they have lost my file. Well, no, 'they have it, they just can't find it' according to the customer service lady - sounds pretty much like they've lost it to me. The Medical Board is going to call me back today. They've had the paperwork nearly two months and they haven't even processed it yet - even they admit that that isn't good enough, and I'm getting pretty pissed off.
They don't realise how much they're playing with people's lives here. I understand their need to suspend it, but having the paperwork they requested just sitting around on a desk for 2 months is unacceptable. It is going to have a massive impact on my uni, DBT group, work and skating if I don't get my licence back soon.
I am going back to visit my friends in hospital after I've been to uni (it is only about a 15 minute walk). I'm looking forward to that, I miss having real life contact with people that understand what it's like. That, and after three weeks spending most of the day and night together we all became good friends, and I miss them.
